Is Obama Encouraging Terrorists To Attack The US And Civilians?

So if a terrorist attacks military targets overseas he/she gets tried by military commissions. If the same terrorist attacks civilian targets overseas or domestic  civilian or military  targests -such as the Pentagon-  that same terrorist will enjoy the full right and privileges of United States Citizenship

Isn’t is interesting that George W Bush did all possible to fight the terrorist in overseas while Obama seem to be doing everything possible to encourage them to attack us here.
